Veterinary Technician Certification Application Process

Taking the Veterinary Technician National Examination (VTNE)
Due to recent changes in the AAVSB's VTNE eligibility process (VTNE Application Changes), qualified applicants can now apply to take the VTNE: https://www.aavsb.org/vtne-overview/ under Wisconsin's jurisdiction prior to applying for a Wisconsin veterinary technician certification. ​

Prior Board Review

The Veterinary Examination Board (VEB) strongly recommends that individuals interested in applying to be a CVT in Wisconsin contact the Board and have their circumstances reviewed by the Veterinary Examining Board before applying to take the VTNE in the following situations:
  • the applicant has any previous convictions or pending charges
  • the applicant has been named in a malpractice suit, claim, or settlement

Applicants using an alternative education path (not an AVMA/CVMA accredited veterinary technician program) must submit their transcripts for review by the Veterinary Examining Board for approval before applying to take the VTNE. Transcripts must be received directly from the educational institution and must be in English. Applicants may also include a letter to the Board further describing the relevance of their education and interest in pursuing Wisconsin veterinary technician certification.

  • Online applications are available for all categories of veterinary technician certifications.
    • Apply online: MyDATCP: CVT Online App. You do not need to register a MyDATCP account, before applying. Registration will occur during application process.​
    • Please review the Veterinary Technician Application form (VEB 8) before starting the online application, as the application will reset if left idle and will need to be restarted. Incomplete applications cannot be revisited. 
    • Online applications are not reviewed until payment is submitted.
  • ​Applications are reviewed in the order in which they are submitted. The VEB does not expedite applications. Review time varies on volume of applications received. 
  • Unless specified, transcripts are not required for applications.
  • Applicants interested in having their education reviewed by the Veterinary Examining Board as equivalent to completion of an AVMA/CVMA-accredited veterinary technician program should contact datcpveb@wi.gov for further information. In this situation, transcripts will be required. Read Prior Board Review section, above.
  • Applications are not considered complete until all supporting documents and payments are received.

Category 1: Certification by Education

Category 1 applicants are those who have graduated from an AVMA/CVMA accredited technical school or college and passed both the VTNE and the examination on State laws (bottom section), or those whose education has been reviewed and approved as equivalent by the Veterinary Examining Board (VEB). After you have received a passing score from the VTNE and the examination on State laws:

  • The following documents are required for all category 1 license applications:
    • Certificate of Technical School or College (VEB 9) – completed by the school or college, and submitted directly by the school, college or AAVSB to datcpveb@wi.gov or by mail
    • Certificate of Legal Status (VEB 35) – must be completed by the applicant and signed with a notary public as a witness, and submitted to datcpveb@wi.gov or by mail
    • The Convictions and Pending Charges form (VEB 2) and the Malpractice Suits, Claims, and Settlements form (VEB 3) are only required if you answered “yes” to the relevant question on the license application. Category 2: Certification by On-the-job Training (OJT)

Category 2 applicants are those who have worked under the direct supervision of a licensed veterinarian for a minimum of two years, with at least 50% of the applicant's time spent in practical field experience, and the remainder of the applicant's time spent in laboratory work, office procedure, and technical veterinary training with a licensed veterinarian.

  • The Affidavit of Licensed Veterinarian that is needed for the license application must also be included with the VTNE application.
  • Applicants whose VTNE eligibility was approved prior to 2025 will be required to submit a completed Affidavit of a Licensed Veterinarian with their VTNE application. Please contact datcpveb@wi.gov to obtain a scanned copy of your submitted document.
  • The following documents are required for all category 2 license applications:

    • Affidavit of a Licensed Veterinarian (VEB 10) –​ completed by a licensed veterinarian that has directly supervised your work, and submitted to datcpveb@wi.gov or by mail. Each Affidavit must only reflect time worked under the supervision of an individual veterinarian, not time worked at a practice/clinic/etc. Multiple Affidavits are accepted to total the required two years of experience.
    • Certificate of Legal Status (VEB 35) – must be completed by the applicant and signed with a notary public as a witness, and submitted to datcpveb@wi.gov or by mail.
    • The Convictions and Pending Charges form (VEB 2) and the Malpractice Suits, Claims, and Settlements form (VEB 3) are only required if you answered “yes” to the relevant question on the license application.     • A copy of your VTNE results, sent directly to the VEB by the AAVSB: vault-transfers-overview​
    • Letters of verification of licensure from every jurisdiction in which you have ever held a veterinary credential, sent directly the jurisdiction or AAVSB to datcpveb@wi.gov or by mail. Contact information for individual licensing boards is found on the AAVSB website.
    • Once all required documents have been received, you will need to pass an examination on State laws. Review the study tips below.

Examination on State Laws

The examination on State laws, often referred to as the Wisconsin State Exam, is an online, open book, multiple choice examination, testing knowledge of the rules and statues governing the practice of veterinary medicine in the State of Wisconsin, see Study Tips.  ​

Applicants taking the VTNE through Wisconsin will be contacted by the AAVSB or their test vendor. A passing score is 88% or higher. Administration of the exam is handled by the AAVSB and offered continuously.

In preparation for taking the CVT examination on State laws, applicants should familiarize themselves with the Wis. Statutes, Wis. Admin. Codes SS VE 1& 2, and Guidance documents located on the VEB website and Wis. Statutes, Ch. 95.21.​
